Avatar photos WTF

I notice some people have large profile pics and it will only let me have a veeery small photo. how is it possbile that their photos are less than 4kib? what am i doing wrong? can someone do it for me??? ahh!

I used photobucket's resizing tool after uploading the full size image and that seemed to work well. I might re-size it so it doesn't hang over the edge though.
